Im trying to find a movie I dont know what its called or who is in it .?

its like about this girl who gets a spell put on her so she can be more popular and the hot popular guy will like her. its kind of an older movie and one of the actress in it is an old short woman with a weird raspy, scratchy voice. very distinctive you would know exactly who it is if you heard her. i know i dont have a lot of info but if you have any ideas at all it would greatly appreciated (:
