it really sounds to me like she has rabies...especially if she's showing any other symptoms like foaming at the mouth or excessive drooling, anything like that...you should really get your brother to the hospital to get a rabies vaccination, even if the cat doesn't end up being infected it's better safe than sorry, rabies is fatal to humans.
