Puberty voice problems? D:?

Hey.. I'm 14..my voice has been EXTREMELY weird for a little over a year now... When I talk loud my voice is rlly rlly rlly RLLY deep..but when I talk quiet my voice is rlly high and scratchy :( I can't talk like inbetween those either... When I try it's like I'm talking air or something.. No sound comes out... My parents never heard my deep/loud voice b4 cuz they're the kind of ppl tht wuld make fun of me cuz of my voice lol.. They alrdy do for my quiet voice :/ is this normal and will my voice like get normal soon? Does this happen to every guy during puberty? Is there anyway to fix this? Please help!!
