Front wheel on my car is making a weird sound.?

I own a 2003 hyundai tiburon gt and when i start to drive, the driver's side front wheel starts to make a scratchy sound. It sounds almost like there is paper or something spinning inside the wheel. When i break, the sound disappears. My initial thought was that it might deal with the breaks but i'm not sure. Its kind of hard to describe a sound..
